North Dakota had a lot of job movement for a smaller state. New jobs can come from energy, agriculture, construction, transportation, health care, and local services, especially when oil, gas, and farming activity are strong.

But those same industries can also bring job losses when demand slows or prices shift. Energy work in particular can be unpredictable, and rural areas may struggle to replace jobs quickly. North Dakota was still creating work, but losses had the stronger pull.
